Determine the version of GCC being used for Android builds.

Running LLVM with "-dumpversion" returns a GCC-like version number. Assuming
trybots are happy, this will be safe to do, and it's identical what Linux is
doing for llvm-builds.

I'm not sure what this has to do with LLVM; the question seems to be whether
this works for Android, and I guess the trybot will tell us that.

I verified it to work on Android downstream, hopefully try-bots agree. My worry
lied in this variable named gcc_version while Chrome for Android is also being
compiled with LLVM, which obviously is not gcc.
