From looking at other chromium js files, it seems like this include should
probably be specified in metroize.html (unless I'm missing something)?

I am not sure. I saw it both ways (see for instance ../sync_promo/sync_promo.js,
which served me as the example). But one thing is sure: it doesn't need to
appear in both places. I've removed it from here.
