Had to move 'ipc' target into the .gyp file to avoid duplicate targets. Also
removed some redundant exclusions.

As this target now depends on base, case you alter build/all.gyp to refer to
this target in the all_targets case.
Also can you switch out the dependency of base_untrusted for this target in the
buildbot specific target there, as that way your change will actually get built
on the bots and we can instead transitively pull in base_untrusted.

The Windows try failures were real. I needed to move the conditional 64 bit
target from the .gypi to the .gyp file. PTAL
