Now that DnsConfigService is a part of NetworkChangeNotifier, the OnDNSChanged
signal will be much less frequent. For reference, compare NCN.DNSConfigChange
vs. NCN.IPAddressChange histograms in branches 1253 and up.

The only concern is that the DNSChanged signal will probably often arrive
shortly after/before IPAddressChanged. pauljensen@ is working on an aggregate
signal from the NCN that will apply a low-pass filter to handle such bursts.

i am fine with landing this.

duplicates should be OK, since if a new signal comes in the PAC fetch will be
cancelled.
