If a buildbot avd is created, we could use ./build/android/emulator.py to start
the emulator for developing and testing.

LGTM

To be clear, emulator testing should "just work" with the given scripts. 
However, we never found them reliable enough for the main Chromium waterfall. 
If your experiences say otherwise (e.g. maybe x86 works better, or bugs have
been fixed), please let me know details!

I have not tried the buildbot script in this folder. What I have done is 1)
export TARGET_PRODUCT=x86 2) build/android/envsetup.sh 3)
./build/android/emulator.py 4) build/android/run_test.py or
build/android/adb_install_content_shell.

We will try to set up buildbot and let you know whether we could help on the
reliable issue.
