Moving web_socket_proxy_private into a sub-dir in api/
and including it into extensions namespace.

Hi Yoyo,

Could you please take a look at another extension API I moved into the api/
directory?

I tried to find the OWNERS of that one, but did not succeed:
* it was created by dilmah@, who does not appear to be active on Chromium any
more
* it was also touched frequently by altimofeev@ (Alexey, I added you in Cc so
that you can add yourself as a reviewer if you want to), but I still need
somebody from the extensions OWNERS

Thus I did not include a separate OWNERS file for the web_socket_proxy_private.

P.S. For all my recent CLs about extensions I picked Matt or Aaron as reviewers,
but I guess I should distribute more evenly across the extensions OWNERS. So I
picked you this time, Yoyo. Please let me know if this is not the way to do it.

Seems reasonable. You should feel free to pick any reasonable reviewer; if they
don't think they are able to review the change, it's up to them to redirect it
to someone else. ("Reasonable" meaning they could identify someone who could
review it better.)
