Test wise, we have pretty good coverage in general for fullscreen and mouse lock
now, but it is done primarily in a cross platform way. I could move this logic
up into the cross platform code, which would make it easy to test but would take
#ifdefs. I think it's more appropriate here, but I don't see a clean way to test
this without building up a lot of one off testing support code. I also don't see
this as a high error surface target, or unlikely to go unnoticed by other manual
testing.
