You can't do a straight string comparison of version strings, e.g., 10 should be
after 9

Wrote a new method that separates each identifier in the version strings,
converts them to integer values, and compares them one by one.

it is nice to explain to the user what to do with the error, but you should at
least say what the error is:

i know you were trying to follow the hkey style, but follow the style guide
instead and name constants _HKEY_LOCAL
