Remove unimplemented methods from PrerenderTracker.

Remove unimplemented methods from PrerenderTracker.

In http://codereview.chromium.org/10006041 we removed the definition
of these two methods, but not their declarations.

I just don't understand what you have against unimplemented methods.  I suppose

For the work I'm doing right now, I am strongly, strongly in favour of these
methods being unimplemented.
