Disable the compile option 'mlong-calls' for Android for IA

This is because this option is a ARM-only option. See the documentation here:

again but seems it creates a new one.

You should be able to change the description on this issue: Just click "Edit
Issue" in the upper left, and once you're done hit the "cq" box. (If you're
using gcl instead of git, you can also use `gcl change yourchange`, change the
description, and then do `gcl upload yourchange` -- but editing it on the
codereview site is usually more convenient anyway).
