Add a method to WebContentsTester to set the loading state of the
underlying WebContents. This will aid in testing more scenarios
with WebContents.

Ben, FYI, Munjal had discussed this with me beforehand, it is to help him
achieve better coverage of a Chrome-side change he is working on, and I see no
reason not to expose this bit via the testing interface.
