SessionRestore::RestoreForeignSessionTab() is called by ForeignSessionHandler <
opening a tab from other devices
RecentlyClosedTabsBridge < opening a tab from recently closed list
RecentlyClosedTabsHandler < opening a tab from recently closed list

All these come from their NTP or new NTP.
