can we copy/paste the comments from our header to these functions, esp.
documenting the contract, so a chrome-maintainer doesn't "tweak" these down the
road... Maybe also a pointer to our internal implementations...

Added comments. It is possible this file is no longer used. However, I would
like to get this in and then delete it with another change. This way, if some
future person needs to resurrect this file, it will be somewhat less out of
date.
