Initial dart FYI buildbot setup.

I intentionally made this very close to our normal waterfall so that we
can easily move builders between the two (i.e., there is a bunch of variables not used before we actually move stuff here).

Someone modified AddTestStep in the last week or 2 to add a parameter to control
that.  In theory you would not have to hack it anymore.
