The change looks fine, but what is the motivation for creating tests here rather
than in tests/standalone?
Those are Dart tests that only are supposed to run on the VM.  What is the
difference in purpose between tests/standalone and vm/tests?

The difference is slight.  My conceptual distinction is that standalone tests
are primarily aimed at testing the default standalone embedding of the vm.  So
they tend to be server-side kinds of tests for things like sockets, files, etc. 
The vm/tests are meant to apply to all embeddings of the vm.  They are generally
features which are implemented in the vm, perhaps experimentally, but are
hopefully going to become general eventually.

Does that seem reasonable to you?
