It sounds to me like everybody agrees that this test should live with the tests
for our utility libraries. Good. Anyway, the change LGTM if you file a bug and
assign it to me (instead of just adding the TODO to the file). Maybe even add a
description of where you would want the test case to reside and why you aren't
throwing it into that directory right now (basically all that information is in
this e-mail thread). I'll take care of finding someone who can help improve the
testing situation as soon as possible.
