Copy all frog/native tests to dart2js_foreign.

I'm starting on implementing metadata. The first goal is to support enough
metadata to use it instead of the native keyword.

This is my plan:

1. Create a new test suite named "dart2js_foreign".
2. Copy all the native tests from dart2js_native to dart2js_foreign.
3. Update the tests in dart2js_foreign to use metadata annotations.
4. Implement metadata in the dart2js parser.

N. Ask Stephen to update dart:html to use metadata syntax.

This CL is steps 1 and 2. I'm doing this as a separate CL as this should help
git-svn accurately store the file copy history in svn.

Dan: FYI, I'm also doing some cleaning. There is a bunch of *_frog_test.dart
files in dart/tests/compiler/dart2js_native. I plan to supersede dart2js_native
by dart2js_foreign, so don't worry about those.
