Add third_party/android_tools to .gitignore

Add third_party/android_tools to .gitignore

This directory is only present for Android builds. It is created by the gyp deps file for Android builds.

I want to add third_party/android_tools to .gitignore now because it makes it
easier for me to move between git branches on my machine while I'm developing
the patches for building Dart VM on Android.

If you want to be super really nice to the unfortunate souls who haven't yet
left Subversion behind, you could also update svn:ignore. But you can't do this
from git, so it is totally optional. If you are doing it, though, be aware that
the change cannot be reviewed. You'll have to use svn commit directly.
