Description

Improve annotated steps output: * Make sure a step is started before anything is printed (this removes the "preamble" section). * Create a "failures" step before printing the failures again. This makes it easier to find the failures (especially, from a mobile browser). Committed: https://code.google.com/p/dart/source/detail?r=8054
