Shouldn't this dependency be added to the dart SDK build rather than dart
runtime build.

I don't think so.  The extensions, and samples, are not put in the SDK, and
especially not the built ones.  The important thing is for the build and
functioning to be regression tested automatically, and for the gyp build rules
to be available to those checking out the source tree and building with gyp
themselves.

understand why this dependency is being added.
