test rename overhaul: step 5 frog and leg

Some context for Kasper and Peter: I've been doing a renaming overhaul to bring
consistency in our codebase. I'm making all test lower_case, and switching to
use a directory configuration (so for the common cases where test_config.dart is
completely mechanical, we don't need to write it).

Concrete changes:
- test files: renamed and moved one level up (no src/ directory anymore),
test_config.dart removed
- test contents: adjusted for new relative URLs in imports and #source
- leg: changed to fix the directory name where native test cases are allowed
- test.dart: registered the suites as directories, minor changes in test.dart to
indicate that '_negative_test.dart' is recognized as a negative test, and to
make multitest work correctly now that 'src/' is not part of the path on some
tests suites.

Tested by running:
 ./frog/presubmit.py

probably - we might delete the whole suite. the reason I didn't remove it is
because of the 'additionalOptions' below
